Accordingly, the Prime Minister instructed the relevant ministries
and People's Committees of coastal provinces and cities to strictly
handle fishing vessels violating IUU fishing or having signals of
violating IUU fishing, particularly focus on preventing and immediately
terminate the status of local fishing vessels and fishermen that capture
illegally in the foreign sea-waters. The Prime Minister also instructed
to strictly handle the localities which continue reoccurring the
situation of IUU fishing activities.
In particular, the Prime minister assigned the Ministry of
Agriculture and Rural Development and other the ministries such as
Defense; Public Security; Finance; Transportation; Information and
Communication, Foreign Affairs) and People's Committees of coastal
provinces and cities to continue to gather and focus on any resources to
effectively implement the 2017 Fisheries Law and other guideline
documents, and the instructions of the Prime Minister at Official
Telegraph No. 732 / CĐ-TTg dated on 28 may 2017, Directive No. 45 /
CT-TTg dated on 13 December 2017, Decision No. 78 / QD-TTg dated on
January 16, 2018, Official Telegraph No. 1275 / CĐ-TTg dated on 19
September 2018 and other related documents.
The prime minister also assigned the Ministry of Finance to actively
coordinate with the Ministry of Agriculture and Rural Development to
soon allocate funds for the implementation of the project on hiring
information infrastructures for serving of the fishing vessel cruise
monitoring under the Prime Minister's direction at public Document No.
11333 / VPCP-NN dated on 21 November 2018.

In addition, the prime minister requested the People's Committees
(PC) of coastal provinces and cities to continue strictly handling
fishing vessels violating IUU fishing or having signals of violating IUU
fishing, especially focusing on preventing and immediately ending the
situation of local fishing vessels and fishermen illegally fishing in
the foreign sea- waters under the direction of the Prime Minister in
Directive No. 45 / CT-TTg dated on December 13, 2017. Eventually, they
continue to take measures to strictly handle the localities reoccurring
the situation of violating fishing vessels and fishermen. On the other
hand, the Prime Minister also requested that local PCs proactively
strengthening resources on essential facilities and human resources to
improve prevention and control of IUU; achieving efficiency, soon ending
the situation of IUU in the locality as it plays the same important
role. On that basis, they are assigned to actively focus on well
preparing the relevant content to work with the European Commission's
Inspection Team (expected in May 2019), to make sure it will be
effective.
