General introduction
1. The Institute of
Fisheries Economics and Planning is a public non-business unit attached to the Ministry
of Agriculture and Rural Development, having the function of studying economics,
mechanisms, policies and planning for fisheries development; international
cooperation, conduting trainings, basic surveys and consultancy, technology
transfer, consulting economics and services, fishery planning nationwide.
2. The Institute of
Fisheries Economics and Planning (hereinafter referred to as the Institute for
short) has the legal status and its own seal, and is allowed to open accounts
at the State Treasury and the Bank to operate under the provisions of law. .
The Institute's headquarters are located in
Hanoi.
The operational cost of the
Institute is allocated from the annual state budget and other lawful revenue
sources as prescribed by law.
3. English name:
Vietnam Institute of Fisheries Economics and Planning (abbreviated as VIFEP).
Duties and rights
1. Development and submission to the
Ministry:
a) Strategies, plannings, annual and long-term
plans, programs and projects on economics and fisheries development plannings
within the tasks of the Institute and implement after being granted approval by
competent authorities;
b) National standards and national technical
regulations; economic, technical norms, processes, rules and instructions under
the Institute's duties in accordance with the law.
2. Research:
a) Evaluate the effectiveness of fisheries
policies, planning, plans, programs and projects; assess the impact of economy,
society, culture, environment, climate change related to fisheries development.
b) Markets, aquatic product sectors, economic
sectors, production and business organizations in the field of aquatic products
c) Develop community fisheries, organizational
models for fisheries management.
d) Building databases, information on markets,
trade promotion, international economic integration, economic, cultural, social
and environmental issues for analysis and designation of fishery development
planning.
e) Market - supply and demand forecasts and
other projections related to fisheries development.
f) Application and development of information
technology, GIS - remote sensing technology, mapping for fisheries planning and
development.
3. Fisheries development planning:
a) Master plans, economic and ecological development
plan for fisheries at national, regional and local level;
b) Planning on capture fisheries and
protection of fisheries resources, aquaculture, processing and logistics
services for fisheries development at national, regional and local levels; planning
of marine protected areas, inland waters protected areas, wetlands
conservation, new rural development;
c) Development planning for fisheries
commodities and products; planning of fishery and aquaculture centers, capture
fisheries and processing industrial zones.
4. Baseline study:
a) Resource economy, market economy, regional
economy, local economy and environmental economy;
b) Cultural, social and environmental
issues;
c) Climate change related to fisheries
development according to the provisions of law.
5. Surveying, technical design, consultancy,
technology transfer service; designing and constructing programs and projects
related to fisheries economic and planning.
6. Consulting, technology transfer, and making
assessment reports for topics and projects related to the assigned fields in
accordance with the law.
7. Training, fostering and professional
training in economics and fisheries planning according to the provisions of law
and the Minister's assignment.
8. International cooperation, joint venture,
association with domestic and foreign organizations and individuals on
scientific research and technology transfer in the assigned fields in
accordance with the provisions of law.
9. Building and updating a database on maintenance
of fisheries resources nationwide; synthesize documents and data on economics
and fisheries planning in service of the state management of fisheries and make
periodical announcements according to regulations.
10. Scientific, technological and environmental
information, publication of journals, newsletters, specialized websites
according to the provisions of law.
11. Decision on the invitation of foreign
experts and scientists to come to Vietnam and to send civil servants and
officials to work abroad in accordance with the current provisions of law and
the Ministry of Agriculture and Rural development's personnel management
decentralization.
12. Leading the implementation of programs,
projects, scientific research projects and technology transfer in the assigned
fields related to investing in the Institute as assigned by the Minister and
the provisions of law.
13. Formulation and submission to the
Ministry for approval of the employment position scheme; manage organizational
structure, payroll of civil servants according to their professional titles and
rank according to the Ministry's management decentralization and law
provisions.
14. Managing finance, assets and other resources
of the Institute in accordance with the law.
15. Carry out other tasks assigned by the
Minister of Agriculture and Rural Development.

· Set up a set of indicators for sustainable
development of the sector and fisheries production.
· Sustainable aquaculture planning guidelines,
implementation of co-management of fisheries at the commune level, including
environmental and disease warnings.
· Poverty reduction policies in fisheries
activities.
· Different cooperative models for each region,
each area, focusing on capital and shares with the principles of profit
distribution in cooperatives and establishing preferential benefits when
forming a cooperative.
· Appropriate mechanisms and policies to promote
the development of private economic sectors in fisheries.
· Policies to encourage production and export,
environmental protection and conservation of fisheries resources.
· Integrated coastal management in sustainable and
responsible development of fisheries
· Develop and consult on fishery development
planning.
· Overall planning for fisheries development
over time.
· Overall planning for the development of
breeding, processing and export of fisheries products
· Assist localities and farming areas in master
planning / review of master plans.
· Advice and technical assistance in detailed
planning and design of concentrated aquaculture areas.
· Environmental planning for sustainable
fisheries development, environmental and disease warning monitoring system,
marine protected areas and inland fisheries conservation zones.
· Study and apply socio-economic technical tools
to support the sectoral policies, strategies and fisheries development
planning.
· Build a database for fisheries planning using
GIS, remote sensing and mapping methods in fishery planning.
· Apply modeling tools in forecasting planning
and calculating sustainability indexes.
· Apply an expanded cost-benefit analysis tool
in fisheries planning.
· Evaluate load capacity and comparative
advantage in developing fishery planning.
· Overall risk assessment and environmental
impact restoration of fisheries planning.
· Adaptive mapping for aquaculture target
groups.
· Methods of social monitoring and evaluation,
other methods in surveys that serves planning.
· Applying economic tools in fisheries planning.
· International cooperation, information
management, staff training and publishing.
· Promoting international cooperation with
Danida, USA, International Fisheries Center, CIDA, ACIAR, Sida, IUCN, WWF, FFI
on integrated coastal management, fisheries development planning, marine
conservation planning , integrating environmental issues into fishery
development planning, fishery socio-economic issues.
· Participating in international organizations
such as: WCPA, CEM, ASOEN, Working Group for ocean and sea policy, Editorial
Board of the International Journal of Coastal and Ocean Management.
· Develop the scientific library of the
Institute.
· Organize short-term training courses in
related fields according to the Institute's functions and duties.
· Participate in teaching and training graduate
and postgraduate staff in areas related to strategic policies, management and
planning of sustainable fisheries development, environmental protection and
fisheries resources.
·
Annually publish
newsletters and papers for "Vietnam Policy Research on Fisheries
Industry".
