a) Leaders of the Institute consists of a
Director and no more than 03 Deputy Directors who are appointed, dismissed by
the Minister of Agriculture and Rural Development according to regulations;
b) The Director manages all activities of
the Institute, takes responsibility to the Minister of Agriculture and Rural
Development and the law for the Institute's activities; stipulating the
functions, tasks, rights and organizational structure of Divisions and Centers
of the Institute (particularly organizations with legal status, own seals and
accounts must have appraisal by documents of the Ministry before issuance);
direct the formulation and submission to the Ministry for approval and organize
the implementation of the Regulation on Organization and Operation of the
Institute; arranging civil servants and employees in accordance with the
assigned tasks and approved job placement schemes;
c) Deputy Director
assists the Director to monitor and direct a number of tasks as assigned by the
Director and takes responsibility to the Director and the law for the duties
assigned or authorized.

Fuctional divisions
- Division of Administration: has the function to advise
and assist the director in planning and finacing issues; organizational
apparatus, payroll, human resources management, administrative work, internal
security and coordinate activities between sub-units of the Institute under the
working program and plan.
- Division of Econonics and Policy: has the function of
researching, advising and consulting socio-economic issues, mechanisms,
policies and development strategies in the field of fisheries.
- Division of Science Technology and International
Cooperation: has the function to advise and assist the director to perform
management tasks in science and technology, training and international
cooperation; research and implement tasks related to science and technology,
training and international cooperation within the functions and duties of the
Institute.
- Division of GIS, Remote Sensing and Environment: has the
function of researching, applying GIS-remote sensing technology and developing
other related technologies to build the databases, information system and
mapping; researching and implementing tasks related to the environmental field
to serve the making of policies, strategies, planning for the fisheries
development and related fields.
- Division of Fisheries Planning: has the function of
researching and advising on fisheries development planning; researching science
and technology, baseline survey; making investment reports and designing
fisheries development projects to serve the production of the fisheries sector
and localities.
Sub-units
- Southern Sub-Institute of Fisheries Economics and
Planning (SIFEP): is a public service unit under VIFEP, having functions of
studying the economics; planning for fisheries development; conducting baseline
survey, science & technology and environment, international cooperation,
training, economical consultation and services, fisheries planning, GIS-remote
sensing in the southern region, especially in Southeast region and Mekong
delta.
- Centre for Fisheries Consulting and Development Planning
(FICODEP): is a public service unit under VIFEP, having functions of conducting
scientific research, technology transfer, baseline survey; providing consulting
services and developing fisheries development planning withing the functions
and duties of the Institute.
- Centre for Fisheries Community Development (CECOFISH): is
a public service unit under VIFEP, having functions of researching, conducting
baseline survey and technology transfer, providing consulting services on
building fishery management models and developing fisheries community within
the functions and duties of the Institute.
